How to Become a Permanent Makeup Artist in Texas (2026 Guide)
Permanent makeup (microblading, powder brows, lip blush and eyeliner) is one of the fastest-growing services in beauty. If you're thinking about becoming a PMU artist in Texas, here is the path in five steps.
1. Learn what the job involves
A PMU artist places pigment into the upper layers of the skin to enhance brows, lips or the lash line. The work combines brow and lip design, color theory, and strict hygiene, because PMU is a skin procedure.
2. Choose hands-on training
A good course should include:
- Theory: skin anatomy, color theory, facial mapping, infection control
- Several techniques: at least microblading and powder brows; lip blush and eyeliner are a plus
- Supervised practice on real models, not only practice skins
- A certificate and support after you graduate

3. Know the Texas rules
In Texas, permanent makeup is regulated as tattooing. Any business that puts pigment under the skin, including permanent cosmetics, must hold a tattoo studio license from the Texas Department of State Health Services (DSHS). There is no separate PMU license.
- You must work in a DSHS-licensed studio, or license your own.
- Studios are inspected and must keep client records.
- Minors can be tattooed only in the narrow cases Texas rules allow.
- Some cities have stricter local rules.
A training certificate is not a state license. Always check current requirements on the Texas DSHS licensing page.
4. Build your portfolio
Photograph every client before, right after, and healed, with the same lighting and angle. Ask happy clients for Google reviews.
5. Start taking clients
Most new artists join a licensed studio, add PMU to an existing salon or spa, or open their own studio once they have experience.
